As part of efforts to enhance socio-economic transformation, the National Development Planning Commission (NDPC) from 11-13 November, 2024 convened key stakeholders for a workshop aimed at developing a comprehensive Human Capital Development Strategy. The event, brought together government officials, civil society, and educational leaders to address the pressing challenges facing human capital development in Ghana.
The Chairman of NDPC Prof. George Gyan-Baffour, said since gaining independence in 1957, Ghana has implemented various policies aimed at improving human capital as a pathway to economic growth. 
He highlighted the country’s journey through several Medium-Term National Development Policy Frameworks, including the Ghana Poverty Reduction Strategy (GPRS) and the Ghana Shared Growth and Development Agenda, which have sought to enhance job creation and improve educational outcomes.
Despite these efforts, challenges remain. Recent reports indicate significant disparities in educational outcomes between urban and rural areas, with low literacy rates particularly affecting rural communities and females. The National Educational Assessment revealed alarming proficiency levels, with only 25% of Primary 4 pupils achieving competency in English and just 19% in Mathematics. This educational shortfall has contributed to rising youth unemployment, currently at 19.7% for those aged 15-35, and a staggering 32.8% for young adults aged 15-24.
Prof. Gyan-Baffour stressed the need for a coordinated approach, noting that while various sectors are implementing human capital initiatives, a lack of collaboration hinders progress. He pointed to successful models from countries like Singapore and China, advocating for a strategic investment in human resources to foster innovation and adaptability in an era of rapid technological change.
“As we strive for sustainable development, this workshop represents a crucial opportunity to reshape our approach to human capital development,” said Prof. Gyan-Baffour. “Together, we can create a framework that aligns our human capital strategies with the broader goals of social and economic transformation.”
The workshop aimed to identify skill gaps, examine challenges in the labor market, and gather insights on effective human capital interventions. Stakeholders were encouraged to propose innovative mechanisms for the preparation, implementation, and evaluation of the new strategy.
The NDPC would use the insights gained from this engagement to formulate a robust Human Capital Development Strategy that addresses the identified gaps and promotes equitable opportunities for all Ghanaians.
